Yes , I believe we as a city are responsible to prove shelter to the vulnerable individuals that request it , as long as they are willing to seek assistance for any mental health issues, and any one that is addicted to drugs are required to get treatment . This is the only way we will get the people help and the majority of the public to support the shelters
