I would like to know what you plan to do about the school dress codes and the implementation of them. Currently the dress codes and the implementation body shame girls, vilify boys, and are discriminstory.
A good case can be made for providing students with a school uniform. It would be a simple way around all the issues inequality and discrimination and a dress code that is difficult to define.
Also to consider is that a supplied school uniform will take a lot of pressure of poorer families that struggle to buy the "back to school" cloths in order to fit in with the student body.
A school uniform would be a great equalizer.
